In years gone by - over 120 in fact - all the World's cities set their own clocks to noon. This was when the sun was at its highest in the sky.
So, for cities that were near to each other their timing were still different, if only by a few minutes as it would take longer for the sun to get to its highest point. For examples, it would be 6:00PM in New York City and it would be 6:12PM in Boston - this is because Boston is about 3 degrees east of New York City.
This time system worked well for a while, that was until railroads and communication became popular. From then the time system was difficult to manage and proved to be inefficient for the modern World.
This is when Canadian railway engineer and planner Sir Sandford Fleming, with some of the railroad companies of that time, the late 1870s, thought about the introduction of time zones. From 1883 they were introduced and used.
At a conference in 1884, held in Washington, D.C. all agreed the new time zone format was a good idea and thus world time zones were determined. The World was divided into 24 time zones, each zone a long strip from the South to North Pole, approx. 15 degrees of longitude wide and about one hour difference in time.
Since there are 24 hours in a day, it meant that by dividing the earth into 24 time zones each city was using a time actually already quite close to their local time.
So today, this time zone system is in use in most countries around the World.
